Plandot was created from the local experience of its Director Yole Medeiros, a town planner with over 25 years of experience in planning and Chartered Member of the Royal Town Planning Institute. Throughout her career she worked for the private and public sectors, through direct experience in real estate development, land regeneration and infrastructure, as well as development management.

She graduated in Architecture and Town Planning in Brazil in 1997, and later obtained the MSc in Development Planning from the University College London. In the past 6 years Yole has been working in different local planning authorities, including the London boroughs of Barnet and Greenwich, where she worked with a range of development types, from householder applications to high-density residential developments of up to 1,800 dwellings. She also worked for the Greater London Authority, and the London Legacy Development Corporation, where she acted as consultee in the planning process, and in the developer team to deliver 1,300 dwellings and over 30,000m2 of non-residential floorspace.

Yole was part of the Greater Cambridge Shared Planning team working in challenging sites within Cambridge City and South Cambridgeshire, both in non-residential developments ranging between 3,000m2 and 50,000m2 and residential developments ranging from just over 70 and up to 1,000 dwellings, in all stages of the planning process. Yole was the lead officer on behalf of the local planning authority, co-ordinating the pre-application process and the assessment of the full planning application for this key employment site surrounded by Green Belt in Sawston. The technical requirements of the building posed design challenges the context of the open surroundings and after a period of design and landscape workshops, followed by technical discussions involving disciplines such as sustainability, environmental health, ecology and trees, the applicants were able to prepare a successful planning application, receiving full planning permission eight months from submission, including the time undertaken for s106 legal agreement negotiations.

Parcels 5 and 6 comprised of 411 dwellings in the north-western part of the Greater Cambridge area for Barratt Developments (Eastern Counties). The proposals were dealt by our Director Yole Medeiros acting on behalf of the local planning authority, as case officer for an application to achieve reserved matters approval based on the outline permission granted in 2015. The process involved 5 months of intense pre-application discussions and a further 4 months of application processing, which culminated in the approval of the development through unanimity at planning committee.

West Thamesmead, Greenwich, Greater London UK

Yole was responsible for providing planning advice on behalf of the Greenwich Council for the developers of a major residential-led development of approximately 1,800 dwellings and up to 25,000m2 of employment floorspace. Through the pre-application process, Yole organized and co-ordinated multidisciplinary meetings involving different stakeholders (public officers of various backgrounds, consultants, developers, planning agents) to enable consensus over what was not at the time covered by the adopted planning policy framework.

Guarituba, Greater Curitiba, Brazil

Guarituba was the largest slum (favela) in south Brazil at the time our Director Yole Medeiros acted as the planning lead for the Guarituba Regeneration project, responsible for preparing the regeneration strategy for the settlement within the metropolitan area of Curitiba, a major city in southern Brazil. Approximately 12,000 families had lived in the area without formal land tenure or formal connection to basic infrastructure such as energy and sanitation, since mid-1980s. Her worked covered aspects of environmental protection, land ownership, and socioeconomic profile of the residents, which were later linked to fiscal and legal matters detailed by the local authority. Later Yole returned as consultant working in the Guarituba project, being responsible for the technical co-ordination of the regularization of the first 1,000 dwellings/ families.

Terras Alphaville Camaçari, Greater Salvador, Brazil

During her experience working for Alphaville in Brazil, our Director Yole Medeiros worked with portfolio managers to introduce the use of a new planning legislation, as a key strategy to unlock this site in the Salvador metropolitan area. This created additional development capacity, in exchange of financial contributions and planning obligations towards environmental enhancement and infrastructure provision, through a legal mechanism similar to a S106 legal agreement in England. The Terras Camacari project, through the approval of this legal mechanism, theTerras Camacari project enabled over 80ha of development site to deliver self-built plots of 360m2 for residential use, with urban and security infrastructure.
